Abstrakt
Achieving a more balanced travel demand throughout the day represents a crucial step towards fostering resource efficiency and promoting environmentally friendly transportation. The emergence of the COVID-19 pandemic has underscored the importance of considering further adjustments to school start times as a means to optimize passenger flow. The primary objective of this study is to identify key factors and enables associated with the implementation of staggered school start times. This is accomplished by conducting in-depth interviews with key stakeholders from five cases in Sweden where staggered school start times have been introduced. Key factors mentioned are e.g., inclusion of relevant actors, good knowledge of the other partners and good communication. Creating appropriate incentives for each actor by e.g., distributing reduced costs can also be considered as a key factor. Possible difficulties for the schools by introducing staggered school start times were highlighted. Favorable conditions mentioned are large sparsely populated rural areas. An upcoming procurement of a new bus operator contract may be seen as an opportunity. Ultimately, these efforts can lead to reduced transportation costs and the potential expansion of the public transport market, thereby contributing to a more sustainable and efficient transportation system.
